Ropes vs scaffolding
Scaffolding makes sense when the whole facade is being rebuilt. For painting, spot repairs and window cleaning, rope access usually means lower fixed costs and less disruption for residents.

Facade work may require a declaración responsable or a works licence from the town hall. Agree in writing who prepares the documents and pays the fees.
Share the dates and working hours so residents close windows, take in washing and clear their balconies.
